Christopher Hartley

Chris is a resident of Cameron, West Virginia, and is the Owner and Managing Member of MDES, LLC. On a daily basis, he develops and oversees operational support teams to service clients in the midstream sector, including pipeline integrity projects, maintenance and rehabilitation projects, landslide repair, tactical system projects, and facility construction and maintenance. He handles all project estimating and leads the company’s overall operation.

He has almost 20 years of experience in the industry and is a graduate of Fairmont State University, where he earned a Bachelor of Science degree in Civil Engineering.

Mark Hallinan

Mark Hallinan joined MDES, LLC in November 2020 as the Director of Business Development and is a resident of Southwestern PA. Mark’s primary responsibilities include establishing and maintaining client relationships, developing business opportunities, project pre-construction planning and estimating, and strategic planning initiatives for expansion of target market pipelines.

Throughout his almost 20 years of experience, most recently in an executive leadership capacity, Mark has directly managed over $800m worth of large scale design and construction development projects across multiple industries. Mark holds both an undergraduate and master’s degree in Civil and Environmental Engineering from The Pennsylvania State University.

William “Bill” Starcher

Bill is a resident of Cameron, West Virginia, and is our Project Superintendent at MDES, LLC. He provides onsite coordination and organization of multiple, simultaneous projects from pre-construction through completion. He manages and oversees all work completed by all of our crews. Bill has completed OSHA 10, he is certified as a Competent Person, and is PEC - Safeland USA Trained and Certified.

Throughout his career, Bill has completed several projects, varying from 200’ to 5 miles of 2” to 24” HDP and upwards of 30 stream restorations, totaling 4,000’.

He has almost 30 years of experience in the industry.

Richard Bowers

Richard is a resident of Fairmont, West Virginia, and is the Safety Coordinator at MDES, LLC. He manages the safety and risk associated with all projects and Company operation. He directs weekly safety meetings and ensures the Project Superintendent and Foreman are trained and educated to ensure compliance with all applicable federal, state, county, local, and company safety related regulations and programs.

Richard is a Licensed Asbestos Supervisor, a Certified Hazardous Material Technician, has completed OSHA 40 and OSHA Safety in Excavation Trench Shoring Services, was an Adjunct Instructor for the WVU Fire Service Extension and RESA 3, and is a Certified Welder.

Richard has almost 20 years of experience in the industry. Prior, he served almost 25 years at the Fairmont Fire Department in West Virginia, where he retired as Fire Captain.

Timothy Knight

Tim is a resident of Cameron, West Virginia, and is a Project Foreman at MDES, LLC. He has worked with the company since it’s inception in 2018. He has successfully completed several projects for us and manages large simultaneous crews.

Prior to being promoted to Foreman, Tim was an Operator, successfully completing several pipeline projects throughout his career. Tim has completed OSHA 10 and holds a Class B CDL.

He has almost 20 years of experience in the industry and is a veteran of the US Army.

Robert “RJ” Hefner

RJ is a resident of French Creek, West Virginia, and is a Project Foreman. He has worked for MDES, LLC since August, 2019, and has already completed several successful projects. He holds several Veriforce Operator Qualifications, he is a Certified Wild Well Control Supervisor, is Hazwoper Certified, holds a Trauma Informed Care (TIC) Certification, is PEC - Safeland USA Trained and Certified, and he is a WV Journeyman Electrician.

His installation variations include steel pipeline
from 2” to 42” and ½” to 20” polyethylene pipe. Experience includes laying pipeline, compressor stations, well pads, slip mitigation, design slip repair plans, long wall mitigation, heavy highway, access roads, and bridges.

He has over 18 years of experience in the industry.

Curtis Lanham

Curtis is a resident of Charleston, West Virginia, and is a Project Foreman at MDES, LLC. Prior to starting with us, he was an Operator/Foreman and his resume included oversight and construction of several slip repairs, well pads, compressor stations, access roads, and longwall mitigation throughout the tri-state area.

He has completed OSHA 10 and 40 and holds several Veriforce Operator Qualifications.

Curtis has almost 15 years of experience in the industry.

Brennon Loftin

Brennon is a resident of Belington, West Virginia and is a Project Foreman. He started with MDES, LLC in April of 2019 and has already completed several successful projects.

Before starting with us, Brennon was a Foreman/Operator and his resume included right-of-way clearing, pipeline installation, and construction of well pads.

Brennon has completed OSHA 10 and 40 and is PEC - Safeland USA Trained and Certified.

Brennon has almost 15 years of experience in the industry.

Tommy Lewis, Jr.

Tommy Lewis is a resident of Reedville, West Virginia and is a Project Foreman. He started with MDES, LLC in October of 2019 as a Heavy Equipment Operator and was quickly promoted.

Before working with us, Tommy was a Lead Heavy Equipment Operator working on excavation, slip repair, pipe/culvert installation, land clearing, compressor station, and heavy highway projects.

Tommy has completed OSHA 10 and 40 and is PEC Safeland USA Trained and Certified.

Tommy has over 10 years of experience in the industry.

Jessica Collums

With over 15 years of experience in an executive administrative capacity, Jessica is a critical component to the daily operations at Mason Dixon Energy Services.

As Office Manager, Jessica manages payroll, insurance, invoicing, human relations, and administrative duties. Her energy and keen work ethic fuels the company’s performance.

A native West Virginian and a graduate of West Liberty, Jessica and her family live nearby in Southeastern Ohio. Prior to joining MDES, Jessica has succeeded with major regional construction firms in both the commercial and industrial sectors.

Jessica is passionate about giving back and actively supports numerous regional charities, including St. Jude and The Giving Tree.

Chris Hines

Chris is a resident of Webster Springs, West Virginia and has over 10 years in the energy business, having successfully served in both a superintendent and project management capacity.

Chris’s primary duties include project estimation and project management, including submittal and quality assurance duties, material procurement, safety documentation, and estimating.

Chris is a proud Veteran of the United States Marine Corps.
